The National Development and Reform Commission is a “macroeconomic management agency under the State Council, which has broad administrative and planning control over the economy of Mainland China.” It formulates and implements “strategies for national economic and social development and coordinating major economic operations”, monitors “macroeconomic trends and providing macroeconomic policy recommendations” and “regulates investment projects of fixed assets in China. ”
