An “independent scientific analysis provider” formed as a result of the “collaboration between two organizations, Climate Analytics and NewClimate Institute.” It tracks government climate action and measures it against the globally agreed Paris Agreement aim of maintaining warming below 2 °C. CAT also “quantifies and evaluates climate change mitigation commitments, and assesses, whether countries are on track to meeting them.”
