A handbook by the 8-member Massachusetts Testing, Tracing, and Supported Isolation (MA TTSI) collaborative. TTSI seeks to enable a safe and free society by providing an end-to-end framework with scaled-up testing, rapid contact-tracing, using assets and spirit of the regional ecosystem.
TTSI programs can be used to mitigate or suppress highly infectious diseases such as COVID-19, with paid isolation similar to jury pay and/or income replacement for low-wage workers (isolation programs should be incentivized rather than enforced). A TTSI program is not a universal or random testing program; rather, it pursues data-driven targeted testing of hotspots such as nursing homes and contact tracing-based testing. If individuals testing positive require treatment, they are connected to health resources; if asymptomatic, or only mildly symptomatic, they are connected to resources for supported isolation.
