The Western Climate Initiative, Inc. (WCI) aims to develop “a multi-sector, market-based program to reduce greenhouse gas emissions“. The non-profit corporation “administers the shared emissions trading market between the American state of California and the Canadian province of Quebec”. It also separately administers “the emissions trading market of the Canadian province of Nova Scotia” and provides “administrative, technical and infrastructure services to support the implementation of cap-and-trade programs in other North American jurisdictions”.
