It aims to fulfill the Chemical Weapons Convention’s mandate. That is to “end their development, production, stockpiling, transfer and use; to prevent their re-emergence; to ensure the elimination of existing stocks of such weapons; and, in so doing, to make the world safe from the threat of chemical warfare.” This is done to create a “in which chemistry is used for peace, progress, and prosperity.”
