It has a long-term vision of promoting and supporting voluntary action to combat climate change and moving to a low emission, resilient society. It includes “over 9,000 cities and local governments from six continents and 127 countries, representing more than 770 million residents.”  Its predecessor was the EU Covenant of Mayors.
