It consists of individuals and organizations that predominantly act independently and occasionally collaborate. It is comprised of the ECI Secretariat, its Education Center and the ECI Council. The secretariat is based at the United Nations-mandated University for Peace in Costa Rica, and aims to promote the mission, vision, strategies, and policies adopted by the ECI Council. The initiative was launched by Maurice Strong and Mikhail Gorbachev in 1994, in response to a call by the 1987 Bruntland Commission on Sustainable Development for a “new charter.” The Earth Charter Commission was formed in 1997, and the Charter launched in 2000. It is formally endorsed by 2000+ organizations and promotes “Values and Principles to Foster a Sustainable Future.” In its core the “EC is a global consensus statement on the meaning of sustainability, the challenge and vision of sustainable development, and the principles by which sustainable development is to be achieved.” It advocates transition to sustainable ways of living, a global society founded on a shared ethical framework “that includes respect and care for the community of life, ecological integrity, universal human rights, respect for diversity, economic justice, democracy, non-violence, and a culture of peace. “
